PEG Access Channels Three (3) full-time activated channels for a total of 18 MHz 24 hours per day; an additional three (3) full-time usable activated channels (for an additional 18 MHz 24 hours per day) on all activated portions of the rebuilt system when upgraded services are offerd to any subscriber on a commercial basis.
Funds Provide continued operation of television studio, properly equipped and supported by trained personnel for the purpose of local, community-oriented programming. Annual capital grant of $7,000 for the four years 1997 to 2000, $15,000 for the three years of 2001 to 2003, and $25,000 for the two years of 2004 and 2005. In addition, a one-time grant of $400,000 for a new public access production facility; either a mobile video production van or a grant of $200,000; and a cash grant of $75,000 to transfer control over the public access channel from the Grantee to a not-for-profit corporation and for 1996 operating expenses.Annual operating grant: $450,000 in the years 1997 and 1998 and a total annual grant increasing by $22,500 every three years (i.e. in 1999, 2002, and 2005).
Digital If system is upgraded to a capacity exceeding 750 MHz, 10% of any bandwidth used for cable services in excess of 750 MHz shall be allocated for PEG Channels
Reg. Authority Rates Basic subscriber rates shall continue to be set by ordinance of the Board of Supervisors, regardless of FCC regulations or state law which may permit the deregulation of basic subscriber rates.

Access Provide open access to its cable modem platform: "provide non-discriminatory access to its cable modem platform to providers of Internet access services, whether or not such providers are affiliated with Grantee" and "Grantee agrees that Subscribers to its Excite@Home content-enhanced cable modem service shall have access to all content or services generally available to the public on the Internet and shall be able to connect to online service providers, portals and other Internet sites, including the sites of other Internet service providers, without having to view the Excite@Home proprietary content if they so desire."
