Rebuild Hybrid fiber coaxial architecture with fiber trunking, standby powering, and flexibility in accommodating future digital initiatives of the cable industry. The planned system will employ 1319 nm. YAG transmitters to serve some Hubs, and some hubs will be fed with 1550 nm. transmitters utilizing Erbium Doped Fiber Amplifiers (EDFA's) to optically repeat signals at the hubs as they were originally generated at the Headend.
I-net Technical Provide, in each Headend-to-Hub fiber backbone, 6 fibers dedicated for use as part of the Institutional Network; plus up to 36 single-mode fiber counts within the sheath used by the Franchisee; fiber to 77 I-Net sites; 2 Mbps of bandwidth, on a per channel basis, for shared cable modem connectivity
Funds Annual capital grant of $1.2 million to support installation, construction, operations, and maintenance of the I-Network (County shall reimburse the Franchisee for the Actual Cost incurred to maintain I-Net facilities); plus a separate capital grant of $1.25 million to fund the purchase and installation of electronic interior equipment; plus up to 100 cable modems
PEG Access Channels Thirteen (13) analog (6 MHz) video channels
Funds Original franchise: Capital grants of $2 million for the first year, $1.2 million in Year 2, and $200,000 per year thereafter, adjusted by CPI. Transfer: $1.5 million in each year of the renewed Franchise Agreement, adjusted annually by the CPI
Digital In addition to the analog channels, up to 10% of the system's total downstream digital capacity to a limit of 25 channel equivalents
Reg. Authority Rates The County reserves all of its rights to regulate the Franchisee's rates to the maximum extent permitted by law.
